It only appears when you are standing at a water's edge. Walk right up to the shore — close enough that the tiles under your feet touch the water — and it fades in over the action bar.
You are near the water but looking away from it. Turn toward the water and cast again — the server checks the direction you are facing, and it also sweeps around you, so a step sideways usually fixes it.
They are two different messages on purpose. A rod is carried in your bag and the server picks the best valid one automatically; bait loads into its own slot next to your potions. Both are sold by the fishmonger in either town.
A pine rod burns. Only heat-proof rods can be cast into the Burning Shore, and every rod from Lv20 upward is heat-proof — the split exists only in the two starter tiers.
The fishmonger buys every fish, and his craft bench turns them into buffs. Selling is the safe floor; crafting is worth more if you are patient enough to collect the inputs.
No, and it never will. NP comes only from kills. Tie a war currency to a repeatable solo activity and you have written a bot's business plan.
No. Taking damage breaks the cast. Clear the shore first — that is what the shoreline mobs are there for.
